OVERVIEW                                                                                                               

 MINICAAF was established by the Cabinet decision of 28 January 2008 and its mandate is set out in Presidential Order No 03/01 of 02/04/2008 determining the functioning of Cabinet, its membership and procedures for decision making. It is located in the Prime Minister’s Office and headed by the Minister in Charge of Cabinet Affairs, who is assisted by the Permanent Secretary.

 The Cabinet Affairs Ministry became operational in August 2008 with the appointment of its staff. It has three specialized departments: Social, Legal and Governance and Economic department as well as the department of the Official Gazette. It also has a service of Cabinet note takers.

Mission

Support the Cabinet to make quality decisions and ensure that Cabinet decisions are implemented.

Core functions

Ensure effective management of Cabinet processes and that, in particular, all supporting and working documents are in place and up to the standard.

 Advise the Prime Minister on the appropriate topics to put on the agenda of Cabinet;

 Based on the status of implementation of the vision, policies and priorities for the country as determined by the President of the Republic, to outline in time critical issues that require further consideration of Cabinet and to advice the Prime Minister accordingly;

 

Departments

The role of departments is the role of departments is to ensure that papers going to Cabinet are well prepared and analyzed according to the standard requirements for Cabinet Papers.

The three specialized departments also play a key role in the tracking of implementation of Cabinet decisions

 

The Economic Department is in charge of matters from Ministries with economic related activities in their mandate which include:

Trade, Investment promotion, Planning, Finance, Rural development, Environment
Labor, Information and Communication Technology and Infrastructure
 

The Social Affairs Department is in charge of matters from Ministries with social related activities in their mandate which include:

Health, Education, Sports, Social security, Youth, Culture and Gender
 

The Governance and Legal Affairs Department is in charge of matters from Ministries with governance and legal related activities in their mandate which include:

Governance, Justice, Foreign affairs and cooperation, Public service, Civil Society and Security.

Official gazette

Ensure timely and quality of the Official Gazette of the Republic of Rwanda and its distribution to all interested institutions and the public.

Cabinet Note Takers

The main responsibilities of Cabinet Note Takers is to attend and take note of Cabinet proceedings, keep records of Cabinet communiqué and cabinet resolutions, transmit Cabinet decisions  and draft laws to the Parliament and ensure that laws passed by the Parliament and Orders adopted by the Cabinet are expeditiously signed and published in the Official Gazette.
