The Ministry of Cabinet Affairs (MINICAAF) is headed by the Minister for Cabinet Affairs, MUSONI Protais, and comprises the Cabinet Secretariat and the Official Gazette of Rwanda.

MINICAAF was established by the Cabinet decision of 28 January 2008 and its mandate is set out in Presidential Order No 03/01 of 02/04/2008 determining the functioning of Cabinet, its membership and procedures for decision making.

The aim of Cabinet Secretariat is to ensure that the Cabinet process is run effectively and efficiently and that proper collective consideration takes place before policy decisions are taken. The Cabinet Secretariat also works to achieve coordination of policy across government in collaboration with the Strategy and Policy Unit in the Office of the President and the Coordination Unit in the Office of the Prime Minister.
